Minutes of the October Meeting of the Parish Council.

MINUTES OF A MEETING OF THE PARISH COUNCIL HELD ON Monday October 27th 2008 AT 7.00pm. in the Methodist Room.

The Chairman introduced Mr. David Morgan who had handed out literature.

Mr. Morgan said that Brailes was one of 28 parishes who had an adopted Parish Plan. He spoke of the help available and said that there were people who would provide high level consultancy who would develop a retail strategy also working on supply networks - local people supplying local shops.
There was £6K to provide ample support for Neighbourhood Watch and could help re-invigorate this.
Mr. Morgan spoke of more help that would become available as time went by and recommended that people looked at the web sites that would give ideas for a Village Web site that would be the focus of information about the parish and the surrounding areas and that could be run by a number of people. He suggested that any surveys could be done with the use of laptops made available to the public in perhaps the village hall which he felt would save time and money.
Mr Morgan was thanked for his attendance.

The Chairman then started the Parish Council Meeting.

Minutes of the last Meeting:-

were approved and signed.

MEMBERS OF THE PUBLIC:-

Allotments:-

Mr. Durham asked if there was still a plan to divert water through the allotments. He felt that rather than spending money on new pipe work, old pipe work could be unblocked that would do the job. Mr. Hyland said they were thinking of improving the drainage by Gillettes Lane instead.
Mr. Durham also felt that if the kerb by The Old Brewery was raised it would stop much of the water going into the house.
Cllr. Saint said extra money was being put into unblocking drains but he would challenge anyone who felt that it was just unblocking drains that cured the problems - the causes must be looked into.

Flooding:-

Mr. Hyland reported work was to be done on sweeping and cleaning the drains on Holloway Hill and Fant Hill by the end of November.
Mr. Hyland spoke of the £3,200 grant money made available and suggested that it was used to put a cage across the gulley in Sutton Lane. This would catch the debris and stop any blockage. Mr. Hyland was asked to get a quote for the work.

Refuse Collection:-

Mr. Hyland spoke of the removal of the collection of garden waste and felt this was the wrong time of year to be withdrawing the service. What were people supposed to do with all the leaves? This prompted a discussion and Cllr. Seccombe said that the new system was saving £3440K a year and by next year the green waste would be collected all year as the facility at Ettington would be completed. Green Waste can be recycled at the Shipston site.

MATTERS ARISING:-

Dragons Teeth:-

The Clerk had written to ask that these go ahead and J. Williams in her reply said that the prices quoted were approximate but she would give the contractor the go ahead and would advise us when work was to start.

Social Housing:-

There was nothing further to report and it was felt that perhaps it was time to start looking again for a suitable site. Cllr. Seccombe said he would have a word with Charles Barlow and the Clerk would contact Orbit Housing again.

Grass Cutting:-

A quote for £50. was on hand for any extra cuts that may be needed to the Village Greens and this was accepted. Mrs. Woods pointed out that we had only had 7 cuts so far this year. Would we get any more?

Burial Ground:-

The purchase and placing of a compost bin was discussed and it was agreed that the Council would purchase a bin for grass cuttings and dead flowers etc.

Grant Money:-

The Clerk reported that a grant had been authorised for the new notice board at the Village Hall and she had ordered this to be delivered to Mr. Righton.
Grant money for a digital camera for the use of the Feldon News was also on hand and this had been purchased and £3,200.00 had been promised for help with flood relief.

Parking outside The George:-

The Clerk had written to Mr. Wiggins and he had called and discussed the matter. Mr. Wiggins said he knew the land outside the George belonged to the County and he did offer to put up signs to direct the parking to the rear of the pub.

Bonfires in gardens:-

The Clerk had found out that bonfires were permissible but not for burning tyres or noxious materials.

Armistice:-

The Clerk had ordered the wreaths and it was agreed that Mrs. Woods would attend the service and place the Parish Council's wreath on the Memorial. The Clerk said Mr. Cuthbert would take the Legion Wreath.

Easement:-

Mr. Brooks, Solicitor had sent information that “the rights referred to in the Deed of Grant (which the Clerk could not download) can only be enforceable as a legal easement if we can show that the Parish Council owns land which benefits from the rights being granted”. A discussion then took place as the alternative would be a Licence which would have to be renewed if the land was to change hands. Councillors agreed that it must be an easement if at all possible and the Clerk will let Mr. Brooks have a map noting land owned by the Parish Council and any Deeds or Title Numbers relating to the land.

NEW ITEMS:-

Overhanging Trees Fant Hill:-

A resident had written to ask if something could be done to the trees on Fant Hill that overshadowed his garden and that were constantly being broken by passing lorries with debris on the road that he had been clearing.
This has been an ongoing problem and Cllr. Saint spoke and said he thought that the problem had been attended to and was surprised that this was not the case. The Clerk has reported this many times over the years and said she would do so again as after all the County did mark the trees to be cut back or down some considerable time ago.

MAINTENANCE:-

A pot hole by the top of Cow Lane where the buses turned round needed attention.
The Clerk had reported a pot hole in Orchard Close, the subsidence on Brickyard Hill needed monitoring and the Cats Eyes needed replacing on the B4035 where the resurfacing was done earlier in the year.

REPORTS OF OTHER MEETINGS/COMMITTEES:-

Patient Participation - Shipston:-

Mr. Righton had attended and said that it had been a useful discussion. There is a proposal to close the dispensary which is under consideration and support was needed for people to join the Foundation Trust to enable the hospital at Warwick to continue and get up to date units.
There was the suggestion that villages should purchase a machine to deal with any emergency with Cardiac Arrhythmia. These machines complete with a cabinet cost around £2,200 each and Mr. Righton felt that the money could possibly be sought by fund raising. The matter will be discussed again.

Cllr. Seccombe reported:-

There would be no additional parking charges for Shipston.
A Community Forum meeting will be held on December 2nd at Preston on Stour at 6-7pm. when anyone can go along and ask questions or report problems etc.

Cllr. Saint reported:-

He had that day been to a meeting with Post Office officials and had information.
There is to be a “Cluster” Out reach Service operated by the Post Master at Shipston, for Illmington, Preston on Stour and Brailes. The Brailes Post Office will be at the George Hotel. This was new News as members had made enquiries themselves but knew nothing of this decision. The Clerk was asked to write to the Post Office and get further information.

CORRESESPONDENCE

Frairs Lane:-

Mr. Morris said he had looked at Friars Lane and could not see any vegetation that would be causing vehicles to use the footway, however he felt the refuse vehicles were the prime suspects with oversized vehicles for the nature of the land.

C.P.R.E.:-

Bill Bryson, Chairman, had sent information regarding litter and fly tipping and his campaign to get places cleaned up. As a result he is sending a “tool kit” that will contain a range of resources to include facts and figures, tips for running a successful litter pick, the pros and cons of enforcement through fixed penalty notices and a step by step guide to banning plastic bags in villages.

Warwickshire Best Kept Village:-

A questionnaire was on hand that needed answering and Councillors helped with this and offered the comment that the Competition should revert to its old formula.

E-ON:-

The contract with E-On ended on September 30th and the invoice was not a full 3 months but up to the end of September. A new increased price was to come into force. The Clerk had written pointing out that 9 lights were now 23W low energy and two of these part time night lighting.
