MINUTES OF A MEETING OF THE PARISH COUNCIL HELD TUESDAY November 13th 2007 at 7.30pm. in the Methodist Room.

Apologies for Absence:
Mrs. B. Foster, Mr. R. Cheney, Cllr. P. Seccombe, Mr. A. Jervis.

Cllr Seccombe reported:
The Government had offered two choices - join a Unitary Authority or a Two Tier Partnership and the SDC would probably join the Two Tier Partnership to try and reduce costs. Waste Tenders were now in and would be considered in the next couple of months.
MATTERS ARISING:
Flooding:
Mr. Righton reported on a Meeting he and Mr. Hyland, Mr. Marriott and Mr. Cheney had had with a Mr. Mathew Terry of the Environmental Agency to discuss the problem of the flooding of the brooks. Mr. Righton said that no work could be done without their permission. However they had now decided that the way forward was for members of the Flood Committee to put forward a plan to deepen and widen the brooks and possibly create a flood plain. This would all take some time to develop and of course would have to be funded in some was. This could well mean that the proposed culvert would not be necessary. Mr. Hyland spoke and confirmed Mr. Rightons report and added that he had been in touch with Dave Tiley SDC who said that he hoped to finance the work in the new financial year for the change to the way Sutton Brook met Henbrook. European Funding for any work was being looked into by Cllr. P Seccombe.
Sutton Lane - "White Gates":
The Clerk had spoken with the County and now had a clear picture of the way forward. Plans must be drawn up with every detail of size, location materials etc. and this should then be sent to Katrina Pedlar to look at who in turn would pass it on the In House Team for evaluation at a cost of £500. Providing it met with their approval it would be passed on to the Safety Audit for their approval - a further cost of £500. Members agreed that this would make the scheme too expensive and alternatives should be investigated. The Clerk suggested "dragons teeth" with a 30 as found at the entrance to quite a few villages and they did have an impact. This would be a cheaper alternative and possibly could be used in a number of places in the village. The Clerk was asked to look into the price of these.
Dangerous Tree Branch:
The Clerk had spoken to the owner of the tree and had been assured the matter would be dealt with.
Repeater Signs:
The Clerk had spoken with the County and would gather more information by the next Meeting. However she had been told that it would be necessary to have a survey of the present 30mph. signs in the village as unless they were a specific distance apart anyone exceeding the limit who challenged these would not be prosecuted as the signs would be considered illegal.
Cat’s Eyes:
These would not be replaced in Brailes as the policy now was that these would not be in place in 30mph zones.
Sub Station:
This had still not been tidied up but the Clerk was told to contact Mr. Groome who may have information.

Mr. Drury said that Mr. Doherty would attend the next meeting and discuss any updating needed.
MAINTENANCE:
Pot Holes:
Winderton Rd. pot hole had still not been attended to and Mr. Jervis said there were others between the Church and the Village.
Fly Tipping:
Mrs. Woods reported tires in the lay-by on the Upper Green.
Gullies:
The School gully needed jetting along with the gully by the Coach House and the gully up from the Coach House. There were others and after discussion it was agreed that all those needing attention should be listed and then the Clerk would write to Cllr. Saint and ask him to try and get some work done.
REPORTS OF OTHER MEETINGS/COMMITTEES:
None this month.
CORRESPONDENCE:
Library Service:
This is to be new and improved. The frequency of the visits are set to change to every three weeks. There will be fewer but better books and they will say farewell to a number of villages who no longer use the service. This will not affect Brailes.
Participatory Budgeting:
NALC wrote to ask for any views on using participatory budgeting-as Councillors are elected should they refer back to the electorate to gain additional backing on spending plans? Comments were invited for inclusion in the January issue of the LCR.
WALC:
Information received asking if the Council would like to see improvements to grass cutting, litter clearance. less flooding across roads. WALC will only pursue these proposals with principal authorities if there is sufficient support from parish and town councils.
Proposed Pedestrian & Cycle Bridge & Changes to Waterside.:
A meeting on Thursday November 29th at 7pm. in Stratford Town Hall, when the bridge architect and the landscape architect will give a presentation. A Panel of engineers from the County Council will be on hand to answer any questions.

  • 07/02532/FUL. High Russett, Upper Brailes - for demolition of barn. Construct new timber and slate barn.
  • 07/02283/FUL. High Russett Upper Brailes - 2 storey ancillary accommodation, single storey utility room etc.
  • 07/01595/FUL. Wheelwrights Upper Brailes - to raise garage height with room above and wc. above & rear balcony etc.
