MINUTES OF A MEETING OF THE PARISH COUNCIL HELD ON MONDAY November 26th 2007 at 7.30pm in the Methodist Room.

Present:
Mrs. B. Foster, Mrs. G. Woods, Mrs. B. Manley, Mr. R. Cheney, Mr. C. Righton, Mr. A Jervis, Cllr. P. Seccombe and 2 members of the public.

Cllr Seccombe reported:
The new Recycling Scheme
Details had been in the local paper and Cllr Seccombe gave further information. It was not just that the new scheme would save the SDC around £400,000 but that the Government were charging those who did not reduce land filling. The scheme seemed complicated but we were assured that there would be plenty of advice coming over the months before the scheme actually took over in August next year. New bins would be delivered and for those people who did not use their Green Bin(people living in apartments etc)there would probably be bags. The scheme was designed so that food waste would be picked up each week.
Money for Flood Victims:
There was a limited amount of money to come from the Red Cross and this would give and additional payment - means tested - to the elderly and people with children under five years of age.
Flooding:
The Clerk reported that not a lot of attention had been given to the flooding in Upper Brailes at the Old Brewery and she had been in contact with the County who had offered to meet members on site to take a look at what could be done. It was agreed that a meeting should be arranged. The Clerk also mentioned the water that ran across the Winderton Road at Hall Meadow Farm and ran down into The Park Area/Could anything be done? Mr. Jervis felt that getting way faster by clearing ditches etc would probably do more damage in Lower Brailes. Mr. Righton spoke of a culvert that he felt was probably blocked.
MATTERS ARISING:
“Dragons Teeth”:
The Clerk had investigated and found that these cost about £5 per tooth and with five on each side of the road about £50 a set. It would need the additional 30 mile per hour sign on the road as well. If this was the case then ir was agreed they could be put on all the roads into Brailes, - Sutton Lane, Fant Hill, Castle Hill, Holloway Hill & Castle Hill Lane. The Clerk was asked to get a firm quote in writing and also a time table for when we could expect the work to be done.
Repeater Signs:
The Clerk had spoken to the County and Mr Evans knew of the signs “Remember” at Binton and felt these could be put up in Brailes, however he did not seem to understand that Brailes already had repeater signs which he said were not legal in areas where there was street lighting which Brailes had. Mr. Cheney said the lighting was footway lighting. The Clerk will make further enquiries and set up a meeting if possible.
Web Site:
Mr. Doherty was unfortunately not present but the Clerk spoke of the need to do something with the remaining money - further the web site - get training. Mrs. Manley said that the Computer Course that was run in the Village Hall was subsidised last year but not this and the fee was now £60 which may put people off going. The Council felt they could help and it would go on the budget. The Clerk said she was going to attend the course to get a extra advice. Mrs. Woods felt that the Council should have purchased a lap top which she felt could sit on the table at Meetings and could be used to look things up on the web etc. The Clerk went further and said she felt that the lap top should be used specifically for the Brailes Web Site. Mrs. Foster had volunteered help and the Clerk felt it could not be too difficult to learn how to delete old items and add new. It was agreed that a lap top could be purchased and Mr. Cheney was asked to look into this.
Library:
Mr. Righton reported that the Library would not come again until the New Year. People needing books could call Debbie Sly 01926-851031 and they would be delivered as Shipston Library was still not open after the flooding. The Clerk said that the Library Bus would no longer stop at Springfield Farm.
MAINTENANCE:
Raised kerb stone:
Outside Westview Cottage needs re-instating.
Pot Holes:
Winderton still not taken care of.
Culvert:
under the road in Sutton Lane needs clearing.
Hot Tub:
on the Village Green needs removing.
REPORTS OF OTHER MEETINGS/COMMITTEES:
None this month.
CORRESPONDENCE:
Citizens Advice Bureau:
Dealing with 12,500 problems last year the Bureau is hoping to move to new larger premises and need to raise extra money. It was agreed that this would be considered when making the Budget in the New Year.
Increase the number of admissions to the High School:
The County had written to ask for any comments on the proposal to increase the admissions to 265 a year from the present number of 250.
MEMBERS REPORTS:
Police Presence. Mrs. Woods spoke of the policeman and car parked in a farm gateway near the entrance to Atherstone on Stour after the recent fire, and wondered what was its purpose? Cllr. Seccombe said he would find out.
PLANNING:
  • 07/03211/FUL. Extend existing store to form garaging for hearses./Alteration to premises. No Objections
  • 07/03209/FUL. Woodbine House for 2 storey extension No objections.
  • 07/02260/FUL. Reconsider siting of Mobile Home Gallows Hill - The Planning Officer was asking for objections based on the District Plan and Cllr Seccombe found that Planning Policy CTY.8 covered this.

Permission granted to:-

  • 07/02548 1649 Cottage Rectory Lane for Car Port.
  • 07/02736/Tree.The Presbytery for tree work.
